In support of the mandate of the CICC to conduct a coordinated program to prevent, disrupt, and stop the online sexual abuse and exploitation of children and help create a safe online environment for children, the Agency is undertaking various capacity-building programs as part of strengthening the National Cyber Resiliency. One major project is the establishment of an on-premise Digital Forensic Platform and Laboratory (DFPAL).

The Contract for the Establishment of DFPAL was awarded to the Joint Venture of Thunder Defense Corporation and Hytera Communications Co. Ltd in December 2021. The DFPAL will house the various capabilities (hardware and software), equipment, and ancillary investigation tools needed for cyber threat information gathering and undertaking digital forensics. The facility will also house the 24/7 Cyber Threat Operations Center (CTOC) which will cater to cybercrime inbound complaints or incident reporting.
