Cezar O. Mancao II, Executive Director

He is born and raised in Davao, graduated from the Philippine Military Academy, Sinagtala Class of 1986. He later pursued Master’s Degree and Law studies, and underwent local and foreign training to continuously enhance his professional knowledge and skills.

He was a bemedaled police officer, known for his heroic accomplishments for which he got promoted twice to the next higher rank, far ahead of his peers. He received numerous awards and commendations including the prestigious PMAAAI Cavalier Award for Police Operations in 1994.

Embroiled in numerous controversies in the past but was able to come out victorious and now vindicated with this new task as the 1st Executive Director of the Cybercrime Investigation and Coordinating Center (CICC).

DEPUTY EXECUTIVE DIRECTOR

James A. Layug, MNSA is the current Deputy Executive Director of CICC. He was appointed on February 1, 2021.

Formerly, ASEC Layug was the Vice Chairperson of BAC at the Department of National Defense (2019), Chairman of Special Studies and Project Development Committee at BOC (2017), President of Vibora Project Development Group, and the VFA Legislative Oversight Consultant of the House of the Representative (2013). For fifteen years, he served as a military officer of the AFP (1995-2010).

ASEC Layug graduated with a bachelor’s degree in naval systems engineering at PMA and a master’s degree in national security administration at the National Defense College of the Philippines.

Facilitating the setting of policies and implementation of strategies to prevent and suppress cybercrime, ASEC Layug chaired the PSC and the E-scam alert initiative. He is the Information Systems Planner of CICC-ISSP and a lecturer at UP-CIFAL UNITAR + CICC’s “Digital Governance and Cybersecurity.”

DIRECTOR OF CYBERCRIME INVESTIGATION OFFICE

PMGEN Marvin Manuel P. Pepino is the current Director of the Cybercrime Investigation Office (CIO) having been appointed on June 8, 2021.  He is also currently the Rear Admiral of the Philippine Coast Guard (PCG) Auxiliary.

Before his appointment to CICC, he was the former Director of the Philippine National Police Anti-Cybercrime Group (PNP-ACG) at Camp Crame, Quezon City.  He was also a former Deputy Director of Administration of the PNP Regional Office 8 in 2019.  It was during his time as Provincial Director of Compostela Valley (ComVal) province where the Top One Most Wanted Person in the PNP’s drug watchlist known as “Satanas” was neutralized in a shootout.  Because of this major achievement, Director Pepino was awarded the “Best Police Provincial Office” during the Police Service Anniversary awarded by no less than then Chief PNP and now Senator Ronald “Bato” dela Rosa.

He obtained his bachelor’s degree in Medical Technology at the Immaculate Conception College in Davao and has a master’s degree in Economics obtained at the Rizal Memorial College in Davao where he was cited with the Best Thesis Award.  On top of these degrees, he also completed his Juris Doctor at the University of Mindanao.

He believes in the saying that life is a continuous learning cycle as he gives premium on capacity-building as he has finished the VIP Protection and Security Courses with flying colors; participated in the FBI Orientation Course and the County Sheriff Orientation Course in the United States of America (USA) in 2007; finished the Public Safety Officer’s Executive Course where he graduated as Top Gun; and just recently he completed the Virtual Training on Industrial Control Systems Cybersecurity (ICS 301V) conducted by the Cybersecurity and Infrastructure Security Agency (CISA), an attached agency of the Department of Homeland Security in April 2022. 

DIRECTOR OF ADMINISTRATIVE AND FINANCE OFFICE

Panfilo Neore L. Salva, Jr. is the Director of the Administrative and Finance Office (AFO). He was appointed director on December 3, 2020.

Presently, he is the Head Secretariat of the CICC Executive Committee (composed of the DICT Secretary as Chairman, NBI Director as Vice Chairman, the Chief of the PNP, Head of the DOJ Office of the Cybercrime, and the CICC Executive Director as members):
   – Chairman of the CICC Placement and Selection Board (PSB);
   – Chairman of the CICC Bids and Awards Committee (BAC);
   – Chairman of the CICC Performance Management Team;
   – Chairman of the CICC Citizen’s Charter Technical Working Group (CC TWG);               
   – Member of the GAD Focal Point System Executive Committee; and
   – Chairperson of the GAD Focal Point System Technical Working Group (GAD TWG).

Formerly, Dir. Salva was the Vice President of JMVC Shipping Corporation and RN Hi-Speed Ferries of Stanley Ho (HKG), Executive Vice President of Pyxis, Services Inc., and Senior Vice President/ Chief Finance Officer of Jadecrown Philippines.

Dir. Salva earned his academic discipline in military science at PMA, Business Management and Finance at the Colegio de San Juan de Letran, Law at PLM, Medical Science Allied Field Diploma at the Saint Dominic Savio College, and is a Registered Nurse with ample volunteer
nursing activities.

Dir. Salva is a dynamic and reliable professional with over 30 years of experience as a Corporate Executive, providing executive functions in sales and marketing, corporate planning and budgeting, management and administrative, and recruitment and hiring.
